These guys probably don't use Audition but After Effects however they downloaded the resources and use them.
Well... a lot of people use one of Adobe software... the Photoshop. If you use Photoshop, then maybe you can claim you can download resources pack?
Otherwise, it's a fault for Adobe for not classifying who can use the sound effects suitably. I think anyone can use this sound effects.
