is possible to zoom where the cursor? using "Ctrl + mouse wheel"?

As far as I know it is not possible (could be wrong) , However there is a way to Zoom to a location by assigning the a button on a specific location and then showing (instantly , without fade) a scene to give the effect of zooming.
