I think it uses the static image for the mouse cursor on dragged items? Which by default seems to have the animation center set to the middle of the image.
Alex or David will have to confirm exactly how it works as I'm not 100% sure.
I do know however that instead of the dragged item system that you could add the item animations to the cursors section & manually trigger them, which would allow you to use both animated item cursors & set the animation center for each. I'm not sure if you could create a global script which would allow you to switch out the dragged item cursor for an actual cursor version as I've not tried before.
